As a result of the recent economic down turn many people have found themselves unable to cover their outgoings. This allows people to pay in their wages or make internet purchases without the ability to go over drawn, and therefore remove the possibility for being charged for doing so. To cover their costs of providing this service they charge a flat monthly fee, and make a small charge to cover cash withdrawals.
